Norway has confirmed that one category of foreign nationals does not need a residence permit to live or work in the country, according to information published on its official page.

The exemption applies exclusively to nationals of the European Union and the European Economic Area countries.

Under Norwegian immigration rules, citizens of EU and EEA member states are free to enter, reside, and work in Norway without having to go through the residence permit process that applies to nationals of other countries.

What EU, EEA nationals must still do

While the residence permit requirement does not apply to this group, a separate obligation exists for those planning an extended stay. Any EU or EEA national who intends to remain in Norway for more than three months must register with the police.

The guide reads:

“All nationals of EU/EEA countries who want to stay for longer than three months must register with the police.”

This registration step is distinct from a residence permit and is a considerably lighter administrative process. It does not involve the same level of documentation or waiting periods typically associated with permit applications for non-EU nationals.

For citizens of all other countries, including those from Africa, Asia, and the Americas, the standard residence permit rules continue to apply. These individuals must obtain the appropriate permit before working or staying in Norway beyond the terms of a short-term visit.
